From what I've heard on the www power antenna's go out all the time on 4Runners and Tacos.
At first you may just hear your antenna motor running while your antenna does nothing.
When it goes out you will hear a loud grinding sound for about 30 seconds while the antenna tries to rise.
The Poor Man's Solution:Directly above the back of the front tire on the passenger side is an inner fender bolt (10mm) with a tab and a black plastic plug.
Remove this bolt.
Pry the inner fender away from the fender
Look straight up in the fender and you will see a
Grey plastic plug
Unplug it.
Problem solved!
Your antenna will no longer make any grinding noise! (or go up or down or do anything at all) So feel free to position your antenna as you please, and be happy with the poor man's fix.
