get one of those long ratchets about 2feet long that flip 180* instead of ratcheting.don't know the right term for it, i hope it makes sense.
I think you're talking about a breaker bar.
You could do all that welding mess, or you can take a grinder with a cutoff wheel and cut the washer part off the outside of the bolt. This will relive the pressure on it. Then buy a new bolt.
If it's not too boogered up yet you might wanna use a six point impact socket on it with your ratchet or breaker bar. Oh, be sure to use at least 1/2 in dr. and if it's that stuck maybe 3/4 dr will be better. It should pop loose with a bump of the starter and maybe some heat as well. Good luck with that!
i can get a breaker bar witha 3/4 drive at work if you want itdale wouldnt mind we never use it anyways
I am goin to try to weld a nut on it and redo it at chris's dads shop this week sometime...May still need that breaker bar though. Probably with like a... i dont even know what size socket because i dont know what size nut im going to use.I dont even have a spare bolt to use for the crank

a lil propane torch would be a good heat source to heat up the substance holding that nut on if the welding doesnt do the trick, but i dont see how it couldnt
