Well, the thing is that when a file is removed from the server in which a user's browser is trying to access, a HTTP 404 error occurs. That would cost people that get better milage more and give less incentive to people that have gas guzzlers. The worse mileage you get the less you have to pay for taxes for more gas.

And who is paying for all the electronics to be installed and figure out the taxes and mail the bills out? That is a lot of stamp licking.

How is a state that adopts this policy going to collect revenue from interstate travellers? I think that's the point of collecting a tax at the pump. Guess they'll have to pull into a collection/permit station like interstate trucking has to. Can you say retarded.

Road Damage (thus upkeep) is directly related to the weight of the vehicle.

Higher weight = more damage = lower mileage = higher taxes
Lower weight = less damage = higher mileage = lower taxes

Then there's more overhead for determining the miles driven (more wasted money)
