Spedometer is wierd

I got an SR5 Spedometer/Tachometer for my 82 pickup. Wierd thing though is that the spedometer is way under 0 MPH. SO when I drive it 25 MPH, the spedo says 10. SO its 15 off, and I was wondering if theres a way to fix it.
