(up to 4500 gvwr) the frame can be no more than 27 inches, headlights can be no more than 54 inches from earth, 72 inches for taillights. Oh, and not more than 14ft overall height.
Make a removable second bumper out of a piece of tube. It doesn't have to be nice looking. But as long as it is lower then the limit it should work. You could bolt it to the original bumper bolts on the front crossmember, not the body mount bolts. So then it would be easier to remove.
