Toyota 3.0 Engine Swap

What might be the best engine swap for my rig? I have a 95 3.0L v6 with about 110hp. With 4:88 gears and 35in tires it is a bit under powered on the highway. I would like to double that but not add the weight of a v8 such as a 5.3L Vortec.  I would like it to be street legal a s well in CA but do not know how to go about that with a swap.
