Several years ago I had a similar, but worse problem with my '88 4Runner. Under 30 degrees it cranked, but wouldn't start. When the ambient temp increased it would start fine. I took it to my local Toyota dealer and left it overnight, telling them they had to try to start it first thing in the morning or they wouldn't experience the problem. They charged me a diagnostic fee and told me it was fine. I suspect the mechanic was not an early riser. The following morning at my house it wouldn't start. I replaced the cold start injector with one I got off Ebay and my 4Runner has started fine ever since.
