Fixing a 22re with a WEAK idle

I have a 3 year old re manufactured 22re and its never had a good idle. I completely cleaned the intake manifold, plenum and throttle body. Put a new TPS sensor on. Thorly header and 2.25" exhaust all the way with no cat. One problem is i know the valves need to be adjusted but besides that it does NOT have a high idle when warming up which is really weird. When its cold i turn it on and it just idles at 800rpm. If i crawl in low low with 4.7's in the rear case it will stall out and die, even if i run the idle way high. Maybe it has to do with the smog crap. Obviously somethings wrong, it just seems to run like crap for the most part. Im not much of a motor tech so help me out here getting this fixed.  :)
