Idle Problem.....HELP?

Hey guys. My friend and I just rebuilt the engine in my truck.  It has had an idle problem for a while but I just had a realization tonight.  The truck will idle funny at a stop sign (revving up and down from about 800-1500).  At first I noticed the truck would resume idling fine if I let my foot off the brake at a stop light. But as soon as I touch the brake it starts revving again.  Tonight I realized that now with my foot on the brake it would idle ok if I had the hvac on full blast. When I turn the heater(hvac) off (still sitting at a stop light) it would start revving again. WTF?? I've double checked for errors in engine assembly, vacuum lines, sticking throttle, etc. Checked for vacuum leaks.  Can anyone help me? if its a 22RE it sounds like the throttlebody needs adjustment.... I just went through the same process not long ago:

I don't know about the heater portion of the problem but the brake portion sounds like you might have a bad vacuum booster for your power brakes.

Try disconnecting the vacuum booster hose from the intake manifold and plug the manifold hole so it doesn't leak. Start up the truck and step on the brakes to see if it changes your idle.
