Front frame horns

In this pic, I have a feeling that the part in the red circle is a bumper mount, but what is the part in the yellow circle on the top side of the frame?  There is one on each side up frame.  Cut off the old crappy bumper that was on there today to start planning and beefing up the front for the new bumper I'll be making.

red cir4cle is the bumper mount,  the other bumper mount lays on top of that "shoulder" on top of the frame rail
