Choke voltage

Ok here is a dumb question, what should the voltage be at the choke on a 22r? The choke isnt working so I checked it at the harness end and its 13 volts, when I check it at the choke end its only 2 and a quarter volts, shouldnt it be 12 volts also?

Well now that I checked a little more the wire for the choke that comes out of the wire harness mess is only 2.6 volts, WTF? Does anyone know what controls the choke? Is it that Emissions Control Unit box? I have an FSM but its gives me no answers and the elecgtrical digarm makes no sence to me

The choke should have ignition voltage. the wire could have corrosion under the insulation or a bad connection.

should be 12 volts
