Stuck in the up position would release the most fluid to the rear brakes.I have mine tied upward with a zip tie.
Sounds like you need to flush your lines. Something clogging them.
Have you checked your drums?
so what is the ideal position for this thing? now that my rear is lifted im sure its not braking like it should. and i want to get that crazy long rod out from under my truck

remove it and plum the line in direct, if you have big tires you dont need no stinking proportioning valve
what do i do with the rest of the lines going to it?
