unwanted 3000 rpm idle while climbing

My 84 4runner (carb) runs great most of the time. Periodically when climbing even short hills it will just suddenly start idling at 3,000 rpm. I can turn off the engine but when I restart it the engine it continues idling at 3,000 rpm. The only thing that seems to work is if I use the clutch to engage and disengage the engine/drivetrain several times then the idle will reset back to a normal 750 rpm. Tapping the gas does not help, the linkage and cable is clear, lubricated, not restricted and not sticking when this happens. I cleaned the carb with spray carb cleaner although it did not resolve the problem. I did not disassemble any part of the carb. Any suggestions??? Thanks in advance.

float sticking? something like that would be my suggestion and it is a common cause of many problems.
lets not and say we did.
