After a little research I think this transfer case is set up for duals. Could I just cut that tab off the shift rail that's sticking out?

Wait until you get some help before cutting it off. I am not familiar with that tab at all. I know the shift rails stick out on a fwd shift (I think) and not a top shift as the shifters are in the transmission housing. You have to have a top shift case in the rear for a dual setup.

 Be patient and wait for a solid answer...
