How close is the timing? Timing isn't like horse shoes and hand grenade, i.e., close isn't always good enough.
You aren't supposed to use straight carb cleaner, unless it is also stated it is safe for sensors. I am not sure if all of the stuff on the market today is safe, but it didn't used to be.
Are you getting any codes? If so, the used TPS could be bad as well. If you aren't getting any codes than it is likely something on the mechanical.
Might check the fuel filter and pump.
Do you know what the original issue was that the PO tried to resolve before giving up on it?
