Sorry bro, I know this sucks and gets irritating. I have lived in this situation a few times. I've tried everything from screwing with them to sitting down and having Pow-Wows. But the bottom line is people who don't really care, still don't care.
It sucks to move everything out, but that is the only long term solution to the problem I have found.
