Then your PVC is not releasing.  be it that you have changed the pvc already it tells me that the problem is behind the pvc.  Just a fyi PVC means positive crankcase ventilation.  So it is your problem.   I would take the hose off the pvc and manifold.  Plug it on the intake side. Then stick a small screw driver into the top of the pvc valve and see if you can get it to release.   Typing this I just thought of something.  It may sound stupid but sometimes we do odd things.  Are you sure you sticking the pvc valve in correctly.  Meaning its not flipped around ? 
Another thing I would do is remove the flitting on the intake and check it for being plugged.  Also spray some carb/brake cleaner thru it.   Might want to check the hose itself for plugs as well.  I am 99% positive it is a pvc related problem. 
Hummm did you cold tank the valve cover ?  Did you replace the gasket inside the valve cover where that plate bolts to the top of it ?  The plug could also be there.  Normally this isnt an issue since it has large openings for air to pass and not oil.
