There always has been. The gov't has had plans before we even started the revoultinary war about what will happen.
Its like chess if you dont have the patience for it dont even bother playing, because thats exactly how they got us is by being patient and out thinking our ever move.
They know us, and know what we do, they've been studying and analzying us since the beginning. They will always be one step ahead of us in chess.
