If i where to drive my truck from Texas to California. Would i need mud flaps? even though it's lic and titled in TX 
I'm thinking that next year there will be a road trip and the rubicon it involved. I just want to make sure I'm legal. 
We don't need them here in TX so i don't have them.

If you drive in our lovely state you must conform. However if i were driving here from TX, i would not worry about it. If you get pulled over just explain to them that in TX they are not required and you are just visiting our lovely state of commifornia.
So yes, our driving regulations apply to drivers in the state of CA, but the cops is stupid to write a fix it ticket to an out of state driver who is not moving into the state.
