There were a lot of people that either were afraid or scared out of getting amnesty last time. I had to persued a couple guys at work that they wouldn't get deported for applying plus it's not an easy process there were lots of hoops to hop through and one mistake and you got denyed then there were all those immigration lawyers that just took their money and skated never completing the service, then of course tons more came over since then.
