I don't know about Holley, but I just ordered a Weber 38 and it only took about a week to get it from redlineweber.com.  I've been very happy with it so far, but I haven't had a chance to try it off road since the trails are buried.  It seems like the main complaint about Weber carbs is that without mods they don't like inclines and side-hilling as much as the stock 22r carb.
