there be 3 screws,  loosen them  then rotate the assembly  till you get the choke just  barely closed,  then when you turn the key on,  power goes to the choke  and warms the element inside  causing it to open the choke

if it doesnt check to make sure power is getting too it,  if  it is  then you need a new choke  element
