There are some wiring diagrams on here somewhere. They were posted for guys installing the taco locker in earlier trucks, but they could help you.
If you can find the "lock" wire at the locker itself, you could see if you are getting any voltage when you throw the switch. Then you'll know if it's a wiring issue, or possibly a bad motor or gummed up mechinism.
