I doubt its a problem in the timing,  I have run mine the same way for as long as i can remember. Some of the old 22r's are like that from what i have found. I can get 12-14 Degrees max but at 5 its cranked counter clockwise pretty far.

As for the idle issue i would check for any leaks between the mass air flow sensor and the tps first.
