It's actually not too difficult from the back side of the clip, a small screwdriver like tgmaul88 said in the right spots will free it up. In my case I would have to dig into the dash to get to that side for the blue cable.
In the first pic, middle of pic you can see the two white pieces, thats the bottom of a clip holding another cable on the top of the panel. Anyway that's where the screwdriver would be used to release them.
