I would be incredibly surprised to learn that a manual gear can be converted to power. The easiest and I would think the most cost effective way to go about it is to just get the entire PS setup off any solid axle pickup and just bolt it onto yours. All 79 - 85  solid axle 4wd truck/4runner steering gears are interchangeable.
