Well a 22r from an '83 is a carb engine, there is no fuel injection for that year.  A 22re has EFI, thus the r "E"...

Kind of depends on what you want.  I love my EFI rigs for hard core wheeling since it runs practically upside down and all that but I also love the simplicity of my 1980 truck with the stock carb.  If I was just going wheeling and driving to work, I would choose the 22re.  If I was going to war with it, or say expedition travel, I would choose the carb for easier fixes in inclement conditions. Seems like you can always bandaid a carb truck together and get it home.  The EFI, while it rarely needs anything usually requires parts when it goes down.

He has EFI on both engines, heres his other (basically the same) thread http://board.marlincrawler.com/index.php?topic=96540.0

Man I have no idea then.  The carb 22r has dome top pistons which I always thought was cool.  If the '83 had that and the double row timing chain I would say it was better than the later model but I haven't ever had an EFI  pre-85 myself...

I tend to put as much early stuff on my builds as a general rule though so I would say go with the '83.

Sounds like the newer motor is the way to go.

I had an 84 EFI Celica motor...had the dome top pistons, round exhaust ports on the head, 2 plug ecu. It's a bit easier to wire in compared to the normal 3 plug ones and has less smog equip than newer 90s 22re as well.

to answer your question, flip a coin or choose whichever block is in the best shape
double row timing chain will fit on the 83 block if that matters
