It would be easiest to start with a truck frame, and build something off of that.  An adjustable tongue with two settings might be worth considering, proper trailer set-up for on road use, might make it a little long for the trail.  You will also want to use a hitch designed for off road, a standard hitch wont allow for the rotational movement you will need on most trails.

Thank you! I was looking at pintle hooks for the hitch. I want it to be super light weight so I as planning on building a tube frame from scratch out of say 2in .120 wall tubing. Truck frames are built for the weight of the vehicle it would be to heavy for the weight of the trailer, I want to try and get away from just pulling extra weight for nothing...

I also want it to have a low center of gravity so I will try to put the bed low inbetween the tires...
