Troubleshooting: Engine Surge 22-RE

I put a new engine in a 1986 4-Runner, 22-RE. The engine idles fine, but surges when warm under RPM. The timing is fine.....any suggestions what could be causing this surge?

Is it just warming up or when you drive it surges?

unable to drive, at about 2 k rpm engine surges. it will not take anymore throtle.
