Ok so I got a 1982 Toyota with a 1991 Toyota motor in it and it runs really good bit when I'm driving down the road at about 1200 rpm it will it will idle funny Like high low high low high low if that makes sense I got the timing all right and all the wiring looks to be hooked up and so does the vaccume idk how to fix it it's like the motor kinda bogs down if I try to keep it at a steady 1200 in 1 2 3 4 5 but if I give it more gas it works just fine

Have you inspected the vacuum lines for cracks or intake tube(accordion section) for cracks, you could be getting non-metered air causing the engine to surge like as the ecu adds/reduce fuel.  Can you repeat the symptoms while stopped, or only with the engine under the strain of moving the truck?

1200rpms is also pretty low to be driving around in, in any gear.  You are well below the beginning of the 22re's power band, and your fuel mileage is likely suffering for it as well.

Other than vacuum lines and TPS, it cold be either your knock sensor, the weird little water sensor thing on the underside of the upper plenum or i believe the vacuum block on the back of the upper plenum.

Check your intake, if there is a whole or crack in it that would cause it to run funny.

ya i only drive aroung at 1200 rpm because im in 4low and i got stock gears i only wheel my truck and it goes fast in 4low but  ya i am going to check the vaccume lines

Sounds like fuel filter..i'd change it if its not new
it could be umetered air.or your IAC is sticking

or the ECT sensor is misreading(bottom right plug on block below throttle body on front engine)

Both mine and my neighbors had done that in the past and after checking to make sure the vacuum lines were all connected and scratching our noggins for weeks i found out the idle adjuster on the side of our intake planeum was just a little out of adjustment. A little tweek in either direction should fix yours al well.

Funny 22re idle surge, super common.
  Adjust tps properly(basicly make sure it gets IDL contact) so that you can properly set short circuit timing to 5 or 6 Btdc. Then set the Idle to 750 - 800... problem solved.
   When the Idle is to high, like 900ish, tps never gets IDL contact and without that timing cannot be properly set. And with that high idle, motor will surge at 1200, or when brakes are used, or both. Thats do to the IAC freaking out thinking your still idling. Kinda confusing, but just check what I said. I do that to 4 out of 5 22re that come through for smog repairs.
