Any one cut out their cross member up front?  welded another in place of it, say with something thicker walled or a solid bar ? then drilled and tapped holes as needed to mount a custom bumper ?

Nothing is beyond repair, if you want to replace it, just do it.  If you want to repair it then drill the holes out and use coil inserts.  If you want to replace it, make sure you hold its position, by tacking something between the frame rails to hold its position while you cut and replace.

i just bought this 86 truck,  and the po or po before that. used 1" bolts in there  what, why and i have no clue.   thought it should be fine to cut out with the engine, tranny, and rear cross member still in place.   will it actually move that much ?

I cut the bolts off mine for the same reason, added a 1/4 inch plate to the front redrilled the holes and welded on nuts for 9/16 bolts. works great and didnt cost much.
