Vacuum leak?  Don't have a manual nearby, and I could be remembering wrong, but it seems like that's what's happening when you put a heavy load on.  This is a great site, but this isn't a toy specific problem, and I'd bet dollars to donuts (you could send me either if I'm right :gap: ) that a quick google search will find your answer  ;)

How high is your idle? On my 85 22re i was having same problem, adjusted idle adjusting screw to about 750 rpm warm and havent had a problem since. I hope this helps you out.

IAC! I had the same prob, they carbon up and stick open and allow too much "un-metered" air past the throttle plate. I swapped a new Idle Air Control Valve in and BAM! No more revving up and down with my foot on the brake pedal. I also dont have A/C so I bet thats what you've got going on. As long as your Brake Booster supply line doesnt have a leak then I almost guarantee its your IAC! Just my past experience :beerchug:

if your truck is cutting rpms when you are on the breaks, check your alt voltage and turn a bunch of stuff on in your truck, then turn your lights on and see if the lights dim ....idk its what id start with.... good luck

also make sure all your plugs under the hood are good and tight .wiggle all the wires, some times giving a toyota  a good ass kickin helps !!

the reason it will surge is because you are letting un-metered air into the intake and when you apply the brakes it requires vacuum for the booster, adds more fuel then realizes this is too much fuel, cuts injectors then levels out again... It took me ALONG time to figure this one out. dont believe me? take your IAC off and seal the TB up with a block off plate in place of the IAC. Bet it wont surge anymore! They are activated by coolant temp to open and close for quicker warm up. When they stick then you get this surging up to 1400 RPM or so then a rapid drop in RPM's and the cycle continues as long as you are on the brake pedal!

had the same thing on my truck, just adjust your base idle to specs with all acessories off, than turn on ac-fan on high this should kick up idle.check to see if tach is reading 950 rpms.if not adjust the turn knob/screw on that vacuume thing on intake.forgot what toyota calls it but we all have em if we have ac.ok so turning the knob shuold raise and lower rpms.once set-drive and see. let us know if this works!!!
