Try smacking the top of the steering between the studs to seat the bearing race.

When the pin of the steering arm went thur the center on the bearing, the harden bearing race may of peeled off a sliver of metal that got stuck between the bearing race and the steering arm. This would result in a greater preload and since you are reusing the old bearing, you are feeling the worn, over tighten bearing.

Also, make sure your lower studs or tightened properly.
