Another thing you can do is go to your Paint program, open your picture there, go to Image, then Stretch/Skew, then type in the percentage of the original size that you want it...

That's how I do it anyway.....

Yep. MSPaint is free and already installed. I've been using it to resize pics for years. It's also great for converting one picture format to another (like BMP to JPG/GIF) and for handling screenshots
