Listed in the factory service manual should be the procedure for full feilding the alternator.  The results from this test( whether it charges or not) will help you determine wether it is a circuitry problem or with the alternator itself.  I would do this first and them go from there.
The Toyota recalls are  conspiracies created by the government to protect and promote their investments (GM and Chrysler).
