Well the cheapest thing to do would be to swap another 3.0 in....

next cheapest would probably be to swap a 22re in

Figure a budget of about $4-5k for the either the 3.4 or 4.3 swap.

The 22re will require the complete drive train, wire harness, and ecu.  You will also have to relocate the engine mounts.  It isn't that hard, a buddy of mine did it in a weekend.  Since you like the extra power of the 6cyl, I would factor in a power rebuild for the 22re.

The 3.0's really aren't that slow, not for the time they were released, they were the biggest engine you could get at the time in a small pick-up.  Yes they did have their HG issue(most subsequent failures was from poor rebuilds), and they do have a burnt exhaust valve issue(but then so have the 2.7's and 3.4's).  When mod'd the 3.0 can be a good strong engine(the lower ends are the same as the 3.4's).  These are the mod's that I have done over the years, bored out the cyls either .040 over, added headers, a custom cold air intake system, and upgrade to an aftermarket ignition system.  With these mods I have no problem pulling 70-75mph over the Sierra summits, or keeping up w/a buddy's 3.4 Runner.

Any of the rebuilds/swaps are going to cost you, rebuilding the 3.0 would be the cheapest up front, i.e., bore the cyls, rebuild the heads, and add headers, this should run you under $2k, then you could add a cold air induction for about $300, and upgrade the ignition for about $500 when you have the extra cash.  The power build of the 22re will be about the same, and will just get you to the base power of the 3.0.  And having both types of engines in similar trucks(my '91 22re weighs about 1000lbs less), the 22re is no match for the 3.0, my '91 can't get out of its own way loaded w/gear when climbing the Sierra's, while I have no problem running 70-75 w/my '90 3.0.  While the 3.4 or 4.3 would be my choice(if I was willing to spend the $5k to do it it all at once), you wont even be 1/2 way completed for the $2k.

One other option would be to buy a 3.4 taco, with money you would get from selling your '89 and the cost of a 3.4/4.3 swap, it should basically cost about the same, and you could finance the newer Taco if you had to.
