I think it should read more like this.....
With shrinking areas for OHV'ers to recreate in on public lands forcing them into smaller and smaller areas OHV'ers are not able to spread out and do less damage to areas. If offroaders were allowed to spread out less damage to the environment would occur and would be easier on the area, but since they are forced to recreate in confined areas it only seems that they are causing great damage since they can only recreate in small areas. In fact most OHV'ers are very concerned about the environment and reporting abuses less damage would occur.
