i need help finding a lift kit to fit 37's on an 84 4runner. keep in mind i have no welding skills but if it comes down to it i do have access to a welder but would rather not have to weld. i would like to keep the price of the lift kit reasonable.

Lots of flex is a tall order if you don't plan on welding.  The key to a flexy suspension is longer, softer springs...which can only be obtained by relocating your spring hangers.  Marlin 4" springs, (possibly 5" in the rear, depending on how much your runner sags) along with some longer shackles would probably be the ticket for you.  Yes you will have to weld on some new hangers in the rear, and possibly a front drop hanger, but it will be worth doing right the first time, rather than wasting your time on a procomp, skyjacker or similar kit that doesnt require welding, but will not give you the flex/ride you want.  Also, from my experience you will end up bending and breaking those parts and needing to replace them in the long run anyway.  Just my 2 cents ... hope this helps...

your not gonna be able to get much flex at all out of the rear of your 4runner with out welding.  the springs are way too short.  for the front run some of the stock length all pro springs or yj springs
