fuel pressure?

OK this is the deal I just rebuilt my 22re out of a 87 4 runner. I put the engine back in and it starts fine. But the problem is that when I put it under load it sputters and dies. The engine will run fine but only if I pull the return line off the pressure regulator. When I put the line back on it will run ok at lower rpm but not past 3000 rpm. Eventually it will start to do the same as before and spuuter and die under load with the line back on. Could this be a fuel pump issue. Not really sure where to look next
