the screw limits/sets the throw of the dashpot that you're missing.  Pic to follow.

yes, I have spare carbs in my room...anyway, manifold vacuum runs to a switch on the fenderwell, then over to that dashpot, and tees up to a switch in the air cleaner.

dash pot slows deceleration allows the truck to idle down smoothly instead of just snapping the butterfly's closed.

yes, it can affect your idle speed.  with mine hooked up, it will never run properly; it will hold the rpm at my shift point, but my switch might be bad, i dunno.

duffil, actually i have the diagrams, in my fsm for it..... now, all the stuff in my air cleaner housing is bypassed.....there are 3 ports in the air cleaner housing, one runs to a line that attaches to my heat stove on the header..... and the otehr 2 run down to a big fat junction block below the carb, both of those are plugged at the carb.....

even if i hook everything up properly, it still runs the same......

yes i have checked for vacuum leaks, nothing seems abnormal in that area....

some of my vacuum stuff is bypassed, however with it hooked up, it ran the same regardless.....

the previous owner was a ghetto mechanic, and he tweaked the mixture screw and had lots of other little surprises that i found later on... its possible he friend some part or rendered it inoperable or its jsut malfunctioning causing my issue.....
