The trans won't shift into OD until a signal from the engine temp sends the right temperature to the tranny sensor.

All my Toyota's with automatic trans did that.  If your engine is at normal operating temp, then I'd guess the temp sensor is not being sent to the tranny, or the tranny sensor is defective.  Or maybe there's a loose wire somewhere.

 That's just a wild guess.  :dunno:
