1987 4Runner 22RE large RPM drop in D,R,1,2

The truck is idling fine in P or Nuetral but drops significantly once I put it in any gear. (AC on or off doesn’t matter)
What I have done so far:
Cleaned out the intake manifold.
Checked all the vacuum lines and replaced a few.
Checked the TPS (all the resistances are within spec.)

I am thinking there may either be a vacuum leak that I just haven’t found or the TPS signal isn’t getting to the ECU correctly (I still need to check the TPS resistances at the ECU but I need a second set of hands)
The truck also bogs down initially when as I get on the gas when driving.
Any other ideas?
