1985 4runner no low beams only high beams

ok so i recently picked up this rig and have been undoing a bunch of b.s. done to it by previous owner. it had some old out dated led headlights that didn't work. i pulled those how and put brand new sealed beams
in it. none of the original wiring was hacked into for the headlights. so with new headlights i only have high beams no low beams. all fuses are good, headlight relay is new. both old and new relay click when turning
on the headlight switch. not sure what to chase from here. any suggestions are greatly appreciated. thank you

Do you have power from the relay when the switch is turned on? If so there is an issue with the wiring between the relay and the head lights

Procedure for testing combination switch
'90 black X-cab mod'd 3.0, 33's/4.88's, rear ARB, custom bumpers, sliders, safari rack, etc.
'91 Blue X-cab 22re, 35's/5.29's,Truetrac front, ARB rear, dual cases, and custom Safari flatbed, bumper, interior.

Something else to keep in mind is alternating power and ground. Just went through this with my pickup. Not 100% sure about the 85+s, but on my 80, and my 81 there is always power to the headlights. When you turn the switch on, it supplies a ground for the current. When you turn on your high beams, the ground that is used is changed. Double check that your headlights are alternating ground from the factory as well as the new ones. If the new ones are alternating power, you can either make a relay harness with 2 relays getting power from something that is only on when the engine is running, like the alternator post, use your alternating ground to give one relay or the other power, which would send power to the new headlights.
Once you know if you have double ground, or double power harness and lights I can make up a diagram to show you what you need to do if they are different.
