R150F Detent Ball/spring

My 95 4Runner pops out of first gear when taking off from a stop.  The bottom of the three detent ball/spring plugs has no ball or spring.  Should I install a set or is it not supposed to have a ball/spring?  I have already installed Marlin’s heavy duty shifter seats.  Although the old one was disintegrated and crumbled, the problem persists.

The bottom detent is supposed to be empty.  There should acutually be four.  One on below the shifter base, and three on the center section of the trans.  The top three get a detent ball and spring, they all use the same one, the 4th bottom one should be empty.
