I'm curious if you get ANY movement out of any of head bolts when you retorque them??  I have never detected ANY movement on ANY head bolt I've rechecked after initial install and running the engine a few miles on a 22??  And if you do... something is wrong... just my opinion.

Almost none, like 1/16th turn, if even at spec torque.  I would guess what is wrong is the super cheap HG I used :)  This is also the reason I decided to go ahead and re-torque hot.  Better safe than sorry.  With a Toyota HG I wouldn't bother.
