Yes.  Dogs are *partially* color blind.  Here's a color chart for a comparison to what human vision is compared to what a dog's vision is.  Dogs have more rods than humans and can see much better at low light conditions, like at night.  Their brains and eyes are also "tuned" to detection motion.

So... green grass looks gray to a dog.  A red ball looks brown.
