What is this called?

Smog shop wont test my 85 4runner because I have this setup. They say the vacuum lines don't match with what is supposed to be on my 85. Looking to know what this is or does so I can work it all out. If i know what it is called I can research what it does. The picture is not of my truck just a generic I found online. I have plenty of pictures of what is under my hood if anyone is curious i can post more pictures. Think an 85 throttle body is supposed to have 3 vacuum ports and I have 4 with the forth one going into the thing with the spring on the intake manifold as pictured.

The electrical one is AC idle up.

The other one is power steering idle up.    The capped port goes to steering box.

They won't smog it cause it has the factory idle up?  Or cause there's a red cap on it?  Slap on a black cap and go to a reputable shop

They are saying it's not supposed to be there based on the vacuum line diagram they have. I am missing the sticker under the hood. So i brought the truck back in with a Haynes manual opened on the vacuum line diagram page sitting on the passenger seat.

This is your AC idle up. The electronic part is a VSV. The plug is covering either the power steering or the AC bypass line in to that adjustable vaccume valve

im worried about a similar issue, the hood on my 89 was taken from a manual w/o a/c, mines and auto with a/c and the vacuum lines dont match....
