3RZ Crank, No Start

So my beloved 97 4Runner 3RZ, 5speed took a poop on me a few weeks ago, so she just got a shiny new engine, there it sits in the bay but it will not start up! Im pulling my hair out here, please help me!

What I've done so far...
- Spark test; plug in wire, ground out plug, spark good.
- Injector test; Noid light flashy, good.
- I hear the fuel pump run for a second after cranking, so I think its ok...?... ( Toyota fuel pumps prime when cranking if I'm not mistaken, so I wont hear it before I try to turn the engine over... I think)
- Rechecked all the engine grounds, bueno, all connected properly.
- No codes
- CEL comes on when the key is on, so I think this means my ECM is alive...?...

It doesn't even attempt to start, no sputtering, or any of that, she just spins. Everything sounds normal when cranking so I'm pretty sure the timing chain is at least turning the valve-train, plus it would at least try to start and backfire or pop if the timing was off, right?

This seems like a fuel problem to me, but with the injectors functioning, I dunno. Maybe the fuel is blocked someplace?

Have you tried starting it using some starting fluid. If it fires, then you know it's fuel related

Yep, just tried that one, it fires really easy with starting fluid. So fuel is the problem.

The funny thing is, I verified the fuel pump is indeed running. I cracked the inlet side banjo on the fuel filter; gas everywhere while cranking (maybe not the wisest or most conclusive test).

I'm thinking now that this is the filter maybe. I put a brand new one on when the new engine went in, because its a PITA to get to, and new engine, why not new filter.

So, I have fuel volume at the rail. My fuel pressure tester is broken, so no means to test pressure. But if I pull the Regulator and fire the pump I get a lot of gasoline. I'm pretty sure the pump is fine with the amount of gas I'm getting from the fuel rail.

So now I'm even more lost than before. She fires with starter fluid. She has fuel all the way up to the rail. She has injector signal. But she won't start, not even a sputter.
 
What gives? New injectors? Seems odd that 4 out of 4 would suddenly not work.

Well I'm stupid. This cylinder head came with the fuel injector ports blocked off, I would assume to prevent stuff from accidentally entering the motor during shipping or something. I didn't notice, because I thought the plugs they used were the injector cups. But no they aren't, and the engine didn't come with any injector cups to install either. So, problem solved, but new problem; I gotta get me some fuel injector cups.

Pretty sure you can only get those injector cups from a dealer.

Thanks for the input, both of you guys. My local dealer had them, for $2.26 more than LCE, but no shipping, so I'll have them on Tuesday evening. Finally this project is finishing up!
