1990 22r no power from stop or load

Hello I've got a 1990 22r in my 83. Just had the motor totally rebuilt 6000 ago. Brand new genuine weber 32/36. I recently went wheeling. Was headed up a hill stopped to check my phone messages then put it in first gear slowly let out the clutch giving it gas to noticed that it didn't want to go, not without me engaging  my 2.28s in. Not sure what the issue is. I noticed it doing it while in town on flat ground. When you let the clutch out it has no pull without gasing it

Hmm I don't think so, I've got it at a local shop now I told him I think possibly the chain skipped a tooth or cam issue with degree, I currently don't have an area dry enough to take my valve cover off and start playing

Ignition timing was 43degree advanced and carb needed to be adjusted starts easier, still I feel with the power issue from a start is something more.
