I need a 8 lug for a chevy 38'' spare tire and I am located in Southern Oregon= Medford

I have a 38/15.5R15 TSL radial with quite a bit of tread if I remember correctly $60 you pay shipping or a 38/12.5R15 that looks like sh*t but holds air $20 you pay shipping.

get one from a junkyard, they've always got rims layin around you might even get one for free
